Ahead of the 2026/27 season, Chelsea Football Club has updated our supporter sanctions and appeals policy to give supporters clearer information about offences, sanctions and how incidents are managed.
The policy sets out a framework of offences and corresponding indicative sanctions, helping supporters understand how reports and breaches are handled and providing reassurance to anyone who witnesses or experiences incidents, both in stadiums and online while following the team.
As part of our continued efforts to tackle ticket touting and misuse, the updated framework also includes a dedicated ticketing fair use policy. This sets out, in greater detail, the behaviours prohibited under our ticketing conditions of issue and what supporters can expect if those conditions are breached.
In order to create a safer matchday environment for our supporters and to ensure a clear and smooth process, we will be taking a phased approach to the implementation of ID verification checks over the coming months. These will begin with random in-person checks at our dedicated ticket collection point at Stamford Bridge. A variety of initiatives will then follow at home fixtures as well as an expansion to a select number of away fixtures across the course of the season.
Kick It Out – fan education
We strongly believe that education plays a vital role in tackling discrimination, not just within football but across wider society. As part of the updated sanctions policy, the club is now working with Kick It Out to deliver fan education sessions to any supporters found to have used discriminatory language or behaviour, whether online or while following the team.
Any supporter subject to a sanction following a discriminatory incident must take part in the Kick It Out Fan Education programme before returning to matches. These sessions use restorative educational practices to encourage those involved to reflect on the harmful impact of their actions and to provide historical context for some of the forms of discrimination experienced within football.
Reporting incidents
Everyone at Chelsea FC is committed to creating an inclusive and enjoyable environment for our supporters. As part of this, supporters can play their part by reporting incidents to us should they experience any anti-social or discriminatory behaviour.
On matchdays, supporters can use our online reporting form, or text details to 07894 93 77 93 or 88777, to bring incidents to the attention of our matchday safety team as quickly as possible.
To report an incident after a match, or if you witness abuse online, please use the club’s dedicated reporting forms which can be found by clicking here.
All reports will be treated in the strictest confidence.
